Mr. Miller is trained as both an attorney and a city planner. He joined Reuben & Junius LLP in 2007. His work falls primarily into the following practice areas:

ENTITLEMENTS

Mr. Miller represents project proponents in land use and environmental permitting, compliance, and due diligence matters for complex land use, development and redevelopment projects. This practice includes representing clients in environmental review compliance and litigation under the California Environmental Quality Act (CEQA) and the National Environmental Policy Act (NEPA). Mr. Miller also represents clients before the San Francisco Port Commission and in obtaining relevant tidelands permits.

EMINENT DOMAIN

Mr. Miller has represented clients in condemnation proceedings and eminent domain litigation before the Transbay Joint Powers Authority and the San Francisco Bay Area Rapid Transit District.

GREEN BUILDING

Mr. Miller has an expertise in green building requirements, including the LEED and Build It Green systems, as well as their legal implications for construction contracting, leasing, and entitlements. He is one of the few attorneys in the state who is also trained as a LEED Accredited Professional. He is also a Green Building Certified Professional in the Build It Green rating system.

OTHER RELEVANT EXPERIENCE

Mr. Miller also has experience with conservation and agricultural easements and energy proceedings before the California Public Utilities Commission. Mr. Miller presented before the Department of Water Resources regarding flood liability in 2006, and assisted in organizing the ABA’s Forum on Affordable Housing and Community Development Law in 2005.

Mr. Miller received his J.D. from University of California, Hastings College of the Law in 2006. At UC Hastings, he was senior articles editor of the Hastings Constitutional Law Quarterly. Mr. Miller was also a judicial extern for the Honorable Phyllis Hamilton, U.S. District Court, Northern District of California. During law school, Mr. Miller worked for the law firms of Shute, Mihaly & Weinberger and Ellman Burke Hoffman & Johnson. Mr. Miller received his Masters in City and Regional Planning from the University of California, Berkeley in 2006. At UC Berkeley, Mr. Miller was won the Thomas Church Prize competition in environmental planning and design. Mr. Miller graduated magna cum laude and Phi Beta Kappa from Brown University in 1997.
